The Chico Police Department is announcing National Night Out, which will be taking place Tuesday, August 2nd, 2022, from 6 p.m. to 9 p.m.

Death in a Public Right of Way
Case# 22-003867
On June 22nd, 2022, at about 2334 hours, Chico Police received a report of a subject unresponsive inside of a parked vehicle in the Five Mile Recreation Area parking lot of Upper Bidwell Park. Chico Fire, responded and located the individual. Unfortunately, the subject was pronounced deceased on scene. Chico Police responded and conducted an investigation. The cause of death is unknown at this time, however, there were no indications of foul play or suspicious activity. The Butte County Sheriff’s responded and took over the death investigation.
Burglary Suspect Arrested
Case# 22-003794
On 6/19/22 at approximately 1200 hrs. CPD Dispatch received a report of trespassing at a residence in the 500 block of Alder St. The reporting party advised that a female entered the residence and was confronted shortly thereafter by the homeowner. The homeowner did not know the female, and the female fled the residence after being confronted. Officers arrived on scene minutes later and began checking the area. Officers located a female matching the suspect description emerge from the backyard of another residence in the area. Officers subsequently detained Tracy Ann Young DOB: 8/22/61.

On June 14th, 2022, at about 2231 hours, Chico Police received a report of a subject unresponsive inside of a parked vehicle in the One Mile parking lot at Lower Bidwell Park. Chico Police, along with Chico Fire, responded and located the individual. Unfortunately, the subject was pronounced deceased on scene. The Butte County Sheriff’s responded and took over the death investigation. The cause of death is unknown but there is no evidence of suspicious activity associated with this incident. At this time, the decedent’s identity is withheld pending Next of Kin notification.
Tip Jar Bandit Arrest
Case# 22-003618
On June 11, 2022, at 10:51 a.m., Officers from the Chico Police Department (CPD) responded to a citizen report of a suspicious person at the Safeway Gas Station at 720 Mangrove Avenue in Chico. Officers arrived and made contact with 33 year-old Clayton Relf who was found to be in possession of drug paraphernalia. Relf was placed under arrest for the crime and transported to the Chico Police Department for booking.
Theft Arrest
Case# 22-003602
On June 11, 2022, at about 10:30PM, a Chico Police Sergeant was driving on W. Sacramento Ave passing the Chico High School/Inspire School of Arts and Sciences staff/student parking lot and noticed a bicycle in between several Chico Unified School District (CUSD) vehicles. When the Sergeant stopped to investigate, he saw a male subject, later identified as Austin Teeter, age 22, sitting in a CUSD vehicles. During the investigation, the Sergeant learned Teeter got into the vehicle and removed items that he planned on taking with him.
Death in Public Right of Way
Case# 22-003470
On 06/04/2022, at 2:35 a.m., the Chico Police Dispatch Center received a call of an unresponsive person in at tent in the Lindo Channel, south of Cohasset Road in Chico. Lifesaving measures were attempted but the person was pronounced deceased at the scene. The cause of death is still unknown but there is no evidence of suspicious activity associated with this incident. The identity of the victim is being withheld pending notification of next-of-kin.

Juvenile Arrested for Attempted Murder

On June 3rd, 2022, at approximately 6:30 AM, custodial staff at Chico High School located a severely injured, 71-year old female on the grounds of the athletic stadium at Chico High School. The Chico Police Department’s Patrol Unit, Violence Suppression Unit, and Crime Scene Investigators determined the following information:
One Arrested After Fire is Started in South Chico
Case# 22-003429
On 06/02/2022, at 1:15 p.m., the Chico Police and Fire Dispatch Center began receiving multiple 911 calls of a fire at a transient camp on the south side of Teichert Ponds behind the Kohls Department Store in South Chico. Several callers reported small explosions which were believed to be small propane tanks. Both Chico Fire personnel and Chico Police personnel responded immediately and found a fully engulfed fire in a large transient camp.
Chico Fire successfully and quickly extinguished the fire which was being fueled by a south wind.
Chico Police Department 2021 Annual Report
The Chico Police Department will be releasing their 2021 Annual Report. In order to provide context and an explanation to the information contained in the report, Chief Matt Madden will be presenting the report to the Chico City Council at their meeting on Tuesday, June 7, 2022, at 6:00 pm.
DUI Checkpoint Results
The Chico Police Department conducted a DUI/Driver’s License checkpoint on the evening of Memorial Day, Monday May 30th , 2022. The checkpoint was located in the 200 block of East Ave for westbound traffic. The checkpoint was open from 8 P.M. to Midnight. During that 4-hour period, 564 vehicles came through the checkpoint. 27 of those drivers came through who did not have their license in possession. Officers verified their license status and 5 drivers returned unlicensed and 6 drivers came back suspended.
Sobriety and Driver’s License Checkpoint Notification
The Chico Police Department will conduct a sobriety and driver’s license checkpoint on Memorial Day, Monday May 30th , 2022 in the 200 block of East Avenue. It will begin at 8pm and will run for approximately 4 hours. Traffic flowing through the checkpoint will be contacted by uniformed officers, who will be checking for alcohol and/or drug-impaired drivers. Officers will also check to make sure all drivers have a valid driver’s license.
Police Apprehend Chronic Car Thief
Case#22-003189
n 5/23/22, Detectives conducting follow-up in the area of north Esplanade, observed a stolen pick-up parked within a mobile home park. Detectives performed surveillance of the stolen vehicle and later observed Chase Forcier (32 years old) moving toward the vehicle. Detectives knew Forcier from numerous prior contacts, including a recent Felony Evading incident on 5/18/22, in which Forcier fled from a Chico Police Patrol Officer. In that incident, the pursuit was cancelled due to the extremely reckless behavior toward other motorists exhibited by Forcier.
Stabbing
Case#22-003163
On 5/22/2022 at 12:38 am, a Chico Police Officer attempted to stop a vehicle in the area of W. 4th Avenue and Magnolia Avenue. The vehicle did not stop for the Officers until it reached Enloe Medical Center. Officers later learned the vehicle did not stop because two subjects in the vehicle had suffered injuries from a stabbing which occurred in the 300 block of Humboldt Avenue. Not having this information at the time Enloe Medical Center was placed on a precautionary lockdown until Officers on scene were able to determine what occurred. The lockdown was lifted a short time later.
Felon in Possession
Case#22-003023
On 5/16/22, at about 7:00PM, a Chico Police Officer contacted a subject, who was identified as Christopher GOFF, age 48, on Park Ave. During the contact, the officer noticed a Glock gun box on the front seat of the vehicle. Due to the circumstances of the stop, Officers searched the vehicle. Inside the vehicle, officers located a Glock 19, an extended Glock magazine and ammunition. A records check indicated the Glock 19 had been reported stolen from a vehicle in April, 2022.
De-escalation by Disengagement

On 05/15/22 at approximately 1:40 pm, the Chico Police Department received a call about a suicide attempt on Ralland Cir. A man had made suicidal statements and armed himself with a hammer and a knife.
Due to Chico Police Officers actively working other incidents, the Butte County Sheriff’s Office responded and proceeded to stabilize the scene until Chico Police Officers could respond and assume responsibility.
Multiple Suspected Drug Overdoses and Deaths
Case#22-002995
On Sunday 5/15/22, at about 1:25 pm, the Chico Police Department’s Dispatch Center began receiving 911 calls informing us that there were several subjects unconscious and not breathing, at the Community Park (1900 Dr. Martin Luther King Jr. Pkwy. Chico, Ca). Chico Fire Department and Chico Police Department responded with personnel. They located a total of 4 subjects in distress. Lifesaving efforts, to include CPR and multiple doses of Narcan, were initiated; at one point all available Narcan was requested to the scene. 2 of the individuals were taken to a local hospital.
Theft from an ATM
Case#22-002895
On Wednesday May 11, 2022, at about 4:50 a.m., the Chico Police Dispatch Center began receiving calls from Chase Bank and Chico citizens who witnessed a group of subjects vandalizing a drive-up ATM at 850 East Ave, Chico while attempting to break into the ATM.
Assault on an Officer
Case# 22-002791
On May 6th , 2022, at approximately 11:12 pm, Chico Police Officers responded to 1000 Columbus Avenue on a report of a domestic violence restraining order violation. The reporting party advised that 38-year-old Orlando Robinson was being aggressive, violating a restraining order, and was making “suicide by cop” statements. As officers were developing a plan of action, it was reported that Robinson was trying to enter an apartment that did not belong to him.
Unfounded Report of Suspicious Circumstances
Case#22-002760
On 5/5/22, at approximately 5:00 PM, Chico Police officers were dispatched to Chico County Day School (102 W. 11st Street, Chico, CA) for a reported suspicious circumstance. Staff at the school were informed by students of a male on campus in possession of a firearm. Officers responded to the location, met with the students and all involved parties to obtain detailed information of the incident.
