Payment for Administrative Citations

Payments for Administrative Citations can be made by credit card (Visa & Mastercard), check, or cash. Payments by credit card can be paid by phone (530) 879-7320. Cash and check payments can be paid at the City of Chico’s Finance Department located at 411 Main Street (First Floor).
 
WARNING: Failure to pay an Administrative Citation within 21 calendar days of issuance will result in a penalty.
Contesting an Administrative Citation

Contesting an Administrative Citation

You may contest an Administrative Citation within 21 days of issuance by requesting an Administrative Review in writing to the Finance Department at P.O. Box 3420, Chico, CA 95927, or in person at 411 Main Street, Chico, CA. The request must include your reason for requesting an Administrative Review and all applicable documentation relating to the citation. The issuing officer will review the letter, and you will be notified by mail of the result of your Administrative Review.
 
If you are not satisfied with the result of the Administrative Review, you may further contest the citation by requesting an Administrative Hearing. You will be required to pay the citation amount, and if the Hearing Officer reverses the citation, you will then be issued a refund. You may request an Administrative Hearing in writing to the Finance Department at P.O. Box 3420, Chico, CA 95927, or in person at 411 Main Street, Chico, CA.
 
If you are not satisfied with the result of the Administrative Hearing, you may further contest the citation by requesting a Judicial Review by filing an appeal with the Superior Court of California, County of Butte, Chico Courthouse, in accordance with the procedures and within the time set forth in California Government Code section 53069.4.
 
Any person who requests a hearing to contest an Administrative Citation and who is financially unable to make the advance deposit of the administrative fine, may file for a Hardship Waiver. Upon the filing of a Hardship Waiver, the director shall make a determination whether or not the advance deposit of the fine shall be waived.
