The Building Division is responsible for activities related to the construction, remodeling, and demolition of buildings and structures.

By reviewing building permit applications, issuing building and related permits, checking plans, and inspecting buildings and properties, the Division can ensure compliance with applicable codes and ordinances. The Division is responsible for enforcing all applicable building, mechanical, energy, accessibility, plumbing, electrical and housing codes and laws adopted by the City and State to ensure a safe and habitable building environment.

***2022 California Building Code Significant Changes Workshop (Residential)***

Below is a link to a recording and slide presentation for a December 5, 2022 Workshop that provided an overview of significant changes to the 2022 California Residential Building Code scheduled to take effect January 1, 2023.  City of St. Helena Chief Building Official Philip Henry provided the overview.  Workshop sponsors were the City of Chico, Valley Contractors Exchange, Chico Builders Association, and Butte County Development Services.

***ATTENTION*** On the first Wednesday of each month, between 8:00am and 9:00am, Building Division Staff  may be unavailable to assist at the front counter so they can participate in the Building Divisions monthly staff meeting.  

***ATTENTION*** On the fourth Tuesday of each month, between 8:00am and 9:00am, Building Inspector Staff  will be in a mandatory meeting that may impact your AM inspection requests.

  • Afternoons 1:00 p.m. – 5:00 p.m. Monday – Friday
  • Financial transactions are not accepted after 4:00 p.m.
  • Closed on  First Wednesday of the Month 8:00 a.m. – 9:00 a.m.
