Project Description

The City of Chico and the California Department of Transportation (Caltrans) are proposing to convert the existing intersection of Eaton Road at the State Route 99 (SR 99) southbound on/off ramps to a modern four-legged multilane roundabout.

The proposed project will improve the existing stop-controlled intersection by replacing it with a modern multilane roundabout with curb, gutter, ramps, sidewalk, streetlights, and storm drain improvements. A 10-foot shared-use path will be provided throughout the new roundabout buffered by at least 2 feet of landscaping from the roadway or by a barrier at the overcrossing. The shared-use path conveys both pedestrian and bicycle traffic through the intersection and accesses a future north-south trail running along the SUDAD ditch.

The improvements will ease traffic congestion by introducing a traffic-calming circulation pattern, improving community connectivity between existing and planned neighborhoods in the project area, and improving pedestrian and bicycle safety within and adjacent to the intersection. Local circulation and access would remain unchanged.

Minor frontage impacts to two adjacent parcels may be required in order to conform the new shared-use-path to existing sidewalk and bike lanes along Eaton Road to the west of the interchange. Work will primarily occur in the existing public right-of-way, however Temporary Construction Easements may be necessary to allow for construction. Adjustment of utility vaults to match the final pavement surface elevation will be required along Eaton Road.

Construction is anticipated to begin in 2026 and to last approximately 9 months.
