City of Chico

water running down a storm drain

The City of Chico completed a comprehensive update to the City’s 1987 Storm Water Master Plan (SWMP) in early 2025. The SWMP covers storm water management within the City limits, as well as some unincorporated areas within the City’s sphere of influence. This document describes the typical features of drainage facilities throughout the City that are expected to be used for both private development and capital projects in order to meet the objectives of the plan.

The purpose of the SWMP is to provide a comprehensive report on the City's drainage systems within the Sphere of Influence and includes recommendation for improvements to meet the following goals:
  1. Alleviate existing deficiencies;
  2. Support construction of curb and gutter;
  3. Provide connections to incomplete sections of storm drains and dry wells;
  4. Accommodate future development; and
  5. Meet storm water quality and floodplain management regulations.
