On March 20, 2021, at about 9:24 p.m., Chico Police Officers contacted a disorderly subject in a vehicle parked on Lupin Avenue at E. Eaton Road. Upon contact Todd Garnett (age 51) exited his vehicle and took a fighting stance toward an officer. Garnett appeared to be under the influence of a central nervous system stimulant. The two officers on scene attempted to detain Garnett. Garnett kicked one of the officers and was eventually detained in handcuffs. Once in handcuffs Garnett continued to fight the officers and they requested a full body restraint device (The WRAP) be brought to their location. The WRAP is utilized to prevent injuries to officers and suspects.
Additional officers arrived on scene and placed Garnett in the
WRAP. Garnett spat on one of the officers during the deployment.
Garnett also threatened to kill the officers. Garnett was
transported to Enloe Hospital for a medical evaluation. During
the process Garnett repeatedly yelled racial slurs to the officer
who was caring for him.
Garnett was booked into the Butte County Jail for violations of sections 422 PC-Criminal Threats, 69 PC-Resisting Arrest with Force, and 243(b) PC-Assault on a Peace Officer. None of the involved officers were seriously injured in this incident.
