In the early morning hours of January 6, 2023, Chico Police Officers were dispatched to a Domestic Violence Restraining Order violation in the 900 block of E. 16th Street in south Chico. The suspect left just prior to the Officers’ arrival but was located a short distance away. The suspect, identified as 31 year-old Wesley Harlan, refused to comply with the Officers’ instructions. Harlan had armed himself with a pair of scissors and a large stick and made threats to kill the Officers. Multiple attempts were made to de-escalate the situation and convince Harlan to drop the weapons, but Harlan refused.

A less lethal option, the Taser, was deployed successfully and Harlan was safely detained. He was arrested and transported to Enloe Medical Center for a medical clearance. He was later booked for the following violations:

  • 273.6 PC: Violate Domestic Violence Restraining Order
  • 69 PC: Resist Arrest through Force, Violence or Threats
  • 417.8 PC: Brandish Deadly Weapon at a Peace Officer
  • 148(a)(1) PC: Resist, Obstruct or Delay Peace Officer

Chico Police Officers receive extensive training in De-escalation and Less Lethal Force options with the goal of safely controlling violent and unpredictable incidents such as this one.
