Due to complaints from the public regarding subjects urinating and defecating at the City of Chico Municipal Center, located at 411 Main Street, the Chico Police Department has begun extra patrol of the area. The City of Chico Municipal Code establishes a closure of the Civic Center between 10:01 PM and 6:59 AM. The City Municipal Code also prohibits urination and defecation in public places, and smoking in the Civic Center. “Civic Center” is defined as the area in the City of Chico, Butte County, State of California, bounded by East 4th Street to the north, Main Street to the west, East 5th Street to the south, and Flume Street to the east.
During patrols of the Civic Center during hours of closure, Chico Police Officers are providing unsheltered transients in the area with directions to local area shelters and warming centers prior to taking enforcement action. These lodging areas have sanitary restroom facilities and provide shelter from inclement weather.
On 12/14/19 at approximately 10:24 PM, Chico Police Officers contacted BLAKE HOWELL (28 years). HOWELL was resistive, belligerent, and uncooperative. HOWELL kicked the exterior door of a marked patrol vehicle causing damage to the vehicle. HOWELL violently resisted arrest and was placed in a full-body restraint. HOWELL was arrested for felony vandalism and failure to follow lawful orders.
HOWELL was arrested three days prior to this incident by the Oroville Police Department for Battery on a Police Officer. Howell has a significant criminal history including multiple arrests for vandalism and resisting arrest.
