Occupied Stolen Vehicle Recovered

On July 14, 2023, Chico Police took a report of a stolen vehicle in Northeast Chico that occurred within the past two days. The vehicle was entered into the stolen vehicle system and Officers began looking for the vehicle. At approximately 8:49 PM, a Chico Police Officer located the vehicle in the parking lot of CVS on Esplanade. The officer was able to observe two subjects in the vehicle, a female driver and a male passenger. The officer observed the female driver exit the vehicle and walk into the business while the male remained behind. The officer maintained a visual on the vehicle and male passenger until additional officers could respond to the scene.

Once adequate resources were in place, officers conducted a high-risk stop of the stolen vehicle in the parking lot. The male was detained without incident. Other officers located the female inside of CVS and took her into custody without incident.

The female driver was identified as Sabra Briggs Collins Ragan of Chico. The female was arrested for 10851(a) CVC and transported to the Butte County Jail. The male, identified as Jose Gutierrez, was arrested on outstanding misdemeanor warrants and transported to the Butte County Jail. The parking lot of CVS was closed to vehicular traffic for approximately 20 minutes while officers conducted their investigation.
