City of Chico Substantial Amendment to 2019-2020 HUD Annual Action Plan for CDBG-CV Funds

The City of Chico is seeking public comment on a proposed Substantial Amendment to the City’s 2019‐2020 Annual Action Plan for the use of federal funds from the U. S. Department of Housing and Urban Development (HUD). The Amendment proposes uses of Community Development Block Grant ‐ Coronavirus (CDBG‐CV) program funds that the City received pursuant to the Coronavirus Aid, Relief and Economic Security (CARES Act). The City was allocated $1,160,430 and completed a previous substantial amendment allocating $127,000
to five public service agencies to assist with their response to the pandemic. The proposed 2nd Substantial Amendment allocates $282,933 for public services funding to Chico Housing Action Team to provide transitional shelter to homeless individuals and families who are susceptible to contracting COVID‐19 through their master lease program. The proposed amendment also allocates the allowable set‐aside (up to 20% of the total allocation) for Program Administration, $167,285.

PUBLIC REVIEW AND CITIZEN COMMENTS
A copy of the Substantial Amendment will be available beginning May 26, 2021 at:
https://www.chico.ca.us/pod/housing‐planning‐documents. Due to COVID‐19, the City will not have copies of these Amendments available at public locations. If you need a physical copy of the proposed Substantial Amendments, please email cityhousing@chicoca.gov.

The City Council will consider the Substantial Amendment at their regularly scheduled meeting at 6:00 p.m. on Tuesday, June 1, 2021. This meeting is being conducted in accordance with Executive Order N‐29‐20. Public Participation and Attendance at the Meeting: (MASKS ARE REQUIRED) – Citizens will be allowed to attend the meeting in person with attendance limited to 50% capacity in designated seating, with families allowed to sit together. Face masks are required in order to attend the meeting and address the Council in the Council Chamber. For those wishing to not wear a mask, a podium will be set up outside the lobby. Audio will be available outside for those choosing not to sit inside the Chamber. Public Participation Prior to the Meeting: The Engaged Chico civic engagement program will be available for citizen input on individual agenda items prior to the meeting and that program can be accessed through the City’s website at the link listed at: https://chico‐ca.granicusideas.com/meetings. Engaged Chico commenting closes at 4:30 p.m. Remote Public Participation During the Meeting – The public may view the meeting on Comcast Channel 11 or http://chicoca.granicus.com/ViewPublisher.php?view_id=2. If interpretive assistance is required (for example; the hearing impaired, non‐English speaking, or other accommodation), contact the City Clerk at 530‐896‐7250, at least 3 working days prior the meeting to make the appropriate arrangements. The City Council Agenda will be posted outside the Council Chambers at 421 Main Street at least 72 hours prior to the meeting.
