AVISO PÚBLICO - PLAN ANUAL PROPUESTO 2023-2024

The City of Chico is seeking public comment on the development of the City’s 2023-2024 Annual Plan.  The draft Annual Plan describes the proposed uses of federal Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) program funds that the City will receive from the federal Department of Housing and Urban Development (HUD) in the 2023-24 Program Year (July – June).  CDBG and HOME program funds are to be used by the City in a manner consistent with needs identified in the City’s adopted five-year Consolidated Plan. The current Consolidated Plan was adopted in June 2020 and is in effect through June 2024. The 2020-2024 Consolidated Plan is available for review from the City of Chico Housing office at the address shown below.

As an entitlement community under the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs, the City of Chico is eligible to receive a consolidated formula allocation from the Department of Housing and Urban Development in Program Year 2023-24.  These funds may be used for eligible activities as defined in the Community Development Act of 1974 (as amended) and in the National Affordable Housing Act of 1990.  In the past, the City has used CDBG and HOME funds for public improvements, public services, housing rehabilitation, acquisition, public facilities improvement, code enforcement, economic development, administration, rental housing construction, sweat-equity homes, and first-time homebuyer mortgage subsidy.  The list of eligible activities may be reviewed in the Housing Division, 411 Main Street 2nd Floor, Chico, during regular City business hours.  The City encourages participation by all individuals and groups that may be interested in assistance through the CDBG and HOME programs. 

The City was notified it will receive $922,062 CDBG and $606,719 in HOME funds for 2023-2024. 

PUBLIC REVIEW

Copies of the City of Chico Draft Annual Plan are available for public review at the following locations:  City of Chico Housing, 411 Main Street 2nd Floor; Public Library, 1108 Sherman Avenue; Housing Authority of the County of Butte, 2039 Forest Avenue; Legal Services of Northern California, 541 Normal Street; and at https://chico.ca.us/housing-division.

CITIZEN COMMENTS

Citizens and groups are encouraged to submit written or verbal comments regarding the proposed Annual Plan during the public comment period. The public comment period begins April 1, 2023 and ends May 2, 2023. Public comments received during the 30-day public comment period through the public hearing on May 2, 2023, will be considered for incorporation into the Annual Plan document.

ANNUAL PLAN PUBLIC HEARING

The City Council will hold two public hearings to receive public comment and to consider the draft and adoption of the Annual Plan during regularly scheduled meetings at 6:00 p.m. on Tuesday, April 4, 2023 and Tuesday, May 2, 2023, in the Council Chambers of the Chico Municipal Center, 421 Main Street, Chico.  All interested persons are invited and encouraged to attend the public hearings. Persons interested in attending a hearing who require interpretive assistance (for example, the hearing impaired or non-English speaking) should notify the City at least three business days before the meeting to make the appropriate arrangements.
