PROPOSED APPLICATION AND PLAN FOR
PERMANENT LOCAL HOUSING ALLOCATION (PLHA) FUNDING
The City of Chico is soliciting public review and comment on the proposed PLHA application in response to a Notice of Funding Availability (NOFA) dated August 17, 2022. Senate Bill (SB 2), known as the Building Homes and Jobs Act, established the PLHA program and instituted a $75 recording fee on real estate transactions with the principal goal to make funding available to eligible local governments for housing related projects and programs to assist in addressing the unmet needs of the local community, with prioritization of serving households at or below 60% of area median income. As an entitlement jurisdiction, the City is eligible to receive $2,342,088 over 5 years. The 5‐year funding is an estimate and may fluctuate based upon revenue generated by real estate transactions. To receive the funds, the City must submit a 5‐year PLHA Plan describing how the funds will be used. The City is proposing to allocate 95% of the PLHA funding under the eligible category of, “Assisting persons who are experiencing or at risk of homelessness, including, but not limited to, providing rapid rehousing, rental assistance, supportive/case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers and emergency shelters, and the new construction, rehabilitation, and preservation of permanent and transitional housing”. Specifically, the funding will be used to support emergency shelter operations. The remaining PLHA funding (5%) will be allocated for administration of the grant.
The draft PLHA Application/Plan is available for public review beginning Saturday, September 24, 2022 and may be viewed at the City of Chico Housing Division, 411 Main Street, 2nd floor, in Chico between the hours of 8:00 a.m. to 5:00 p.m., Monday – Friday. The Plan is also available online at: https://chico.ca.us/housing‐division.
