Knife Wielding Man Safely Apprehended in Busy Downtown

On April 17th, 2021, at approximately 2227 hour, Chico Police Officers were dispatched to the 300 block of W. 2nd Street, Chico for a subject brandishing a knife. CPD Dispatch advised a white male adult in a red hat and black leather jacket had pulled a knife out and brandished it at a Madison Bear Garden employee. Officers quickly arrived in the area and located the suspect at a nearby business. The subject refused Officer’s commands to stop. Officers attempted to detain the subjects for over a block, using verbal commands. Due to the continued public safety risk, as there were many people frequenting the downtown bars, an Officer was forced to deploy their taser at the subject. The suspect was taken into custody without any further incident. The subject did not suffer any injuries from his arrest and none of the involved Officers were injured.
The subject was identified as Lance Penix (35 yrs). Chico Police Dispatch discovered that Penix was currently out of compliance on his Sexual Offender registration requirements (290 California Penal Code). Penix was previously convicted of a sexual offense and must register every 30 days with Chico Police Department due to his transient status.
Penix was arrested for violations of 290.011(b) PC: Failure to Register as a Sex Offender, 148(a)(1) PC: Resisting a Peace Officer, 417(a)(1) PC: Brandishing a Deadly Weapon.
