-ARREST- Since this incident occurred, the Chico Police Detective Bureau has been conducting a homicide investigation. After contacting multiple witnesses and obtaining numerous search warrants, it was determined that 26-year-old Johnny Osby was the suspect in this case. At approximately noon today, Detectives obtained information that Osby was inside an apartment located in the 900 block of W. East Ave. Due to a firearm being used in the homicide, Chico PD SWAT was called out to get Osby into custody. After a brief negotiation, Osby surrendered and was taken into custody without incident. Osby was booked on a count of Murder and an outstanding warrant for his arrest on an unrelated case. Additional charges are pending.

-SHOOTING- On April 15th, 2020 at approximately 8:46 pm, Chico Police Dispatch began receiving numerous 911 calls regarding a shooting the occurred in the parking lot of 1521 Nord Avenue (Nord Gardens). Chico Police units arrived within moments and found one victim lying in the parking lot with a gunshot wound. The victim was transported to Enloe Hospital with life threatening injuries. As officers were on scene, they learned of a second victim; a 16-year-old juvenile had sustained a non-life-threatening gunshot wound to an upper extremity. That victim was transported to Enloe Hospital where he is expected to survive. Detectives were called out to the scene and are actively investigating the incident. No further information will be given at this time due to the sensitivity of the investigation.
-HOMICIDE- The adult victim in the above investigation has died from the gunshot wound he suffered during the incident. The victim was identified as 21 year old Joshua Elysee. The second victim in this investigation was treated and released from the hospital last night. His identity will remain confidential due to him being a juvenile. This investigation is being treated as a homicide and no further information will be provided at this time.
