Fleeing Felon Stalls Officers to Burn Sage Before Apprehension

On 6/6/21 at approximately 7:41 PM, Chico Police Officers were dispatched to the Downtown Plaza (401 Broadway St., Chico) regarding a report of a possible assault. Witnesses reported observing a male punching a female numerous times. As Officers arrived on scene, they observed the suspect near Broadway Street. The suspect observed the Officers and fled on foot. Officers gave chase and pursued him approximately 3-4 blocks. As the subject was about to be apprehended in front of a residence, he entered the residence. A short time later, a female resident ran out. The terrified resident reported that an unknown subject had entered her bedroom and prevented her from leaving. She was able to escape to safety without injury. Luckily, none of her other roommates were home at the time.

Officers attempted to make contact with the subject from outside of the residence and de-escalate the situation. K9 Kimbo was brought to the scene. After several minutes of attempting to contact the suspect, Officers began to smell something burning within the residence and heard a smoke detector activating. Concerned that the suspect caused the fire, Officers prepared to begin searching the interior. The suspect fled a backdoor of the residence and was apprehended by waiting Officers without further incident. The burning items did not result in any damage to the residence. It was discovered that the suspect delayed his surrender so that he could smoke stolen marijuana. He then masked the smell with burning sage. When Officers entered the victim’s bedroom, it was filled with smoke so thick that it had activated the smoke alarm.

The subject was identified as Julio Pacheco (27 yrs old). A wants and warrants check resulted in the discovery of a Felony Warrant for Vandalism out of Oroville Police Department. He was found to be on a Mandatory Supervision in Butte County and Shasta County. Pacheco was arrested for Burglary (459 California Penal Code), Domestic Violence (273.5 PC), False Imprisonment (236 PC), Trespass: Refusing to Leave a Structure Belonging to Another (602(o) PC), and Resisting/Obstructing a Peace Officer (148 PC). Pacheco was later transported to Butte County Jail.
