Chico Police Net Pedophile in Attempt to Catch Predator

Case# 22-005989


On 9/26/22, Chico PD began investigating a child sexual assault involving a 16-year-old female and 74-year-old suspect, Louis Evart. Evart was paying the victim to complete manual labor projects at his mobile home. The victim reported going into Evart’s residence, and Evart displayed child pornography on his computer to the victim. The victim reported this incident to Chico Police Officers and Chico Police Detectives began a follow-up investigation.

The victim returned to Evart’s residence approximately 1 month later and Evart sexually assaulted her. Evart continued to have phone contact with the victim and requested to meet with the victim for the purpose of performing additional sex acts. Chico Police Detectives were alerted to Evart’s subsequent assault and repeated attempts to meet with the child. Detectives positioned themselves at the predetermined meet location and observed Evart arrive in his vehicle. Evart was taken into custody for the previous violations, as well as the attempt to meet with the victim to engage in sexual acts. Detectives discovered child pornography during a search of Evart’s electronics.

Evart was booked on violations of:

  1. Penetration with a Foreign Object (289© PC)
  2. Contacting a minor with the Intent to Commit a Sexual Offense (288.3(a) PC
  3. Contacting a Minor with the Intent to Have the Child Expose his or her Genitals (288.4 (B) PC)
  4. Annoying or Molesting a Child Under 18 years old (647.6(a)(1) PC)
  5. Sending Harmful Matter with Intent to Seduce a Minor (288.2 (a)(2) PC)
  6. Possession of Child Pornography (311.11(a) PC).

Evart was transported to Butte County Jail. Based on Evert’s violations, Chico Police requested a bail amount of $335,000.
