Barricaded Subject on E. 8th Street

The remaining subject, who was uncooperative and refusing to exit the residence, was identified as 40-year-old Howard Monroe Todd. With the use of a drone from the Chico PD UAS Team, Todd was located hiding under a basement stairwell. He was still refusing to exit, so chemical agents were deployed into the basement of the house. Todd fled back upstairs and attempted to hide under a bed. Chico PD SWAT Officers, assisted by Chico PD K9 Kimbo, located Todd and detained him after a short struggle. After a medical clearance for chemical agent exposure and dog bites, Todd was transported to the Butte County Jail and booked for Burglary and Resisting Arrest.

On 11-17-23, around 10:30 a.m., Chico Police Officers were alerted to subjects who had trespassed into a house in the 900 block of E. 8th Street.  Officers responded to the call for service and determined there were people inside the residence who did not have permission to be there. Officers were able to get one person out of the residence, however several other subjects refused to come out.

When officers attempted to enter the property, they were met with resistance and the subjects’ hostile dogs. The situation was complicated when one of the occupants threatened to set the residence on fire.

All available resources were deployed to the scene to manage the situation. Ultimately, the Crisis Response Unit, which includes SWAT, crisis negotiators, the bomb squad, and the drone team, responded to negotiate a safe ending to the situation. Some of the occupants were negotiated out, but one subject remains barricaded and uncooperative.

Officers continue to attempt to negotiate a safe surrender of the subject while protecting the homeowner’s residence and trying to prevent a fire in a neighborhood filled with trees.  

E. 8th Street from HWY 99 to Cypress Street continues to be closed with no estimated time of reopening.

These critical incidents require a significant amount of resources.  We appreciate the public’s patience as we try to mitigate our delayed response to calls for service.
