Death in the Public Right of Way
Case# 22-4502
On 7/22/22 at 1325 hrs., a citizen called the Chico Police Department to report an unresponsive male located on the bicycle path in the area of SR 99 and E. Lassen Ave. Medics arrived a short time later and located the subject, who was pronounced deceased at the scene.
There were no signs obvious signs of criminality located at the scene. This press release is in response to a request to notify media outlets of a death located in the public right of way.

Animal Cruelty Investigation
Case# 22-004481
On 7/21/2022 at approximately 1800 hours, Chico Police Officers responded to 401 Broadway St, City Plaza, where it was reported a subject was battering a small dog. Officers arrived on scene and contacted the subject involved, 54 y/o Roger Markham. Markham was in possession of the dog at the time he was contacted.
After interviewing witnesses and Markham, officers determined that Markham was very intoxicated. Markham was arrested for public intoxication and for animal cruelty. He was taken to the Butte County Jail. The dog was taken to the Butte County Animal Shelter.
Shooting
Case# 22-4432
On 7-19-22 at approximately 8:54 PM, Chico Police Officers were dispatched to the area of West Sacramento Avenue and Columbus Avenue for the report of a shooting. Officers arrived at the scene and determined a victim had been transported to an area hospital with a gunshot wound. The victim was identified as a 15-year-old male juvenile and is listed in critical condition. Chico Police Detectives and Violence Suppression Unit Detectives arrived at the scene and are actively investigating the case.
Shooting
Case# 22-004384
On 7/17/2022 at approximately 12:18 AM, Chico Police Department dispatch center received multiple 911 calls in regards to a shooting near E. 4th Street and Wall Street. Witnesses stated they heard some yelling followed by gunshots.
Multiple Chico Police Officers arrived on scene and located a single victim of a non-life threatening gunshot wound. The victim was treated at the scene and transported to a local hospital for medical treatment.
Shooting into an Occupied Residence
Case# 22-004221
On 7/9/2022 at approximately 2:07 AM, Chico Police Department dispatch center received multiple 911 calls in regards to a shooting. Callers were indicating a subject shot multiple rounds into an apartment at 75 Harvest Park Ct.
Two Trailer Thieves is Too Many
Case# 22-004127
On 7/6/22, Chico Police Violence Suppression Unit (VSU) and Chico Police Detective Bureau responded to the 3000 Block of Esplanade to serve a search warrant. VSU Detectives authored a search warrant for a building, looking for evidence that a convicted felon may be in possession of firearms and ammunition. Detectives served the warrant and detained the subject that was suspected of possessing the firearm, Glenn Anthony Ellis (49 yrs old). After a search of the listed addresses, Detectives discovered firearms and ammunition. Ellis was arrested.
DUI Checkpoint
The Chico Police Department conducted a DUI/Driver’s License checkpoint on Thursday June 30th , 2022. The checkpoint was located at the intersection of E. Park Avenue and Fair Street. The checkpoint was open from 7 P.M. to 11 P.M. During that 4-hour period, 602 vehicles came through the checkpoint. 19 of those drivers came through and did not have their license in possession. Officers verified their license status and 8 drivers returned unlicensed and 1 driver came back suspended. Those 9 drivers were given citations and a licensed driver was called to the scene to drive the vehicle away.
Illegal Possession of Firearms
Case# 22-004089
On 7/3/22 Chico Police Patrol Officers responded to the 1400 Block of E. Lassen Ave., Chico, Ca after receiving a 911 Call where the caller said a male was pounding on the front door armed with a handgun.
The man left in a truck but was spotted by responding Officers.
Officers stopped the vehicle and conducted a high-risk traffic stop in the parking lot of the 7-11 on East Ave. They contacted the male driver who was later identified as Tyler BARNEY (35 yrs.).
Chief Matt Madden’s Retirement Announcement
After 30 years in law enforcement, the City of Chico Police Chief Matthew Madden announced his plans to retire in September of this year. Chief Madden has served with the Chico Police Department for 25 years. He began his career with the Yuba County Sheriff’s Office, where he worked for five years before joining the Chico Police Department.
“It is my distinct honor and privilege to end my career as the Chief of the Chico Police Department,” said Chief Madden.
Chico Police Department Welcomes New Communications Specialist Kelly DeLeon
Kelly DeLeon was born and raised in Sacramento, California and is the youngest of three girls. She comes from a law enforcement family; her father having spent a 30-year career as a police officer for the Sacramento Police Department.
She moved to San Francisco in 2014 to attend San Francisco State University, graduating in 2018 with a bachelor’s degree in Broadcast and Electronic Communications Arts and a minor in Journalism. She began a career in broadcast media shortly after graduating.
Woman Arrested for Drug Use in Presence of Children
Case# 22-003876
On 6/28/22, Chico Police Detectives conducted follow-up
investigation, which resulted in the service of a search warrant
in the 1100 Block of Shumard Oak Way.
Detectives received information that an inmate of Butte County
Jail was in regular communication with a female, and during these
phone calls she was actively using heroin and methamphetamine in
the presence of young children. Based on the report, Detectives
obtained a search warrant to search for narcotics paraphernalia
and electronics that would corroborate the information.
Felony Arrest
Case# 22-004002
On 6/29/2022 a Chico Police officer received information that
Drake Afflerbach was hiding in a homeless camp along the R/R
tracks in the 800 block of Nord Ave. Afflerbach was wanted by
BCSO for shooting into a vehicle in the Cohasset area on
6/18/2022 and for evading BCSO deputies in a vehicle on 6/20/2022
when they attempted to arrest Afflerbach for the shooting. In
addition, Afflerbach was wanted on a CDC parole warrant.
Anti-Tobacco Decoy
During the past two weeks, the Chico Police Department’s School Resource Unit conducted decoy operations in which a subject under the age of 21, under the direct supervision of officers, attempted to purchase tobacco or vape products from 22 tobacco retail licensees in the City of Chico.
Prolific Trailer Thief Caught by Trailing Detectives
Case# 22-003751
On 6/28/22, Chico Police Detectives contacted and arrested David Wayne Jones (52 years old) pursuant to a warrant for his arrest. Jones was taken into custody without incident shortly after he left his residence. Jones was the suspect in at least 4 suspected trailer thefts.
Fatal Vehicle VS Pedestrian Collision
Case# 22-003972
On June 28th, 2022 at about 1003 hours, Chico Police Dispatch received several 911 calls regarding a vehicle collision on Forest Avenue near Hartford Drive. Officers arrived on scene and discovered an elderly female on the ground who had been hit by a passing vehicle. The vehicle immediately stopped and remained on scene. The 32-year old driver, his fiancé, and his grandmother, who were passengers in the vehicle, all provided statements to the investigating Officers. Several witnesses also provided their statements.
Sobriety and Driver’s License Checkpoint Notification
The Chico Police Department will conduct a sobriety and driver’s license checkpoint on Thursday June 30th , 2022 near the intersection of E. Park Avenue and Fair Street. It will begin at 7pm and will run for approximately 4 hours. Traffic flowing through the checkpoint will be contacted by uniformed officers, who will be checking for alcohol and/or drug-impaired drivers. Officers will also check to make sure all drivers have a valid driver’s license.

Death in a Public Right of Way
Case# 22-003867
On June 22nd, 2022, at about 2334 hours, Chico Police received a report of a subject unresponsive inside of a parked vehicle in the Five Mile Recreation Area parking lot of Upper Bidwell Park. Chico Fire, responded and located the individual. Unfortunately, the subject was pronounced deceased on scene. Chico Police responded and conducted an investigation. The cause of death is unknown at this time, however, there were no indications of foul play or suspicious activity. The Butte County Sheriff’s responded and took over the death investigation.
Burglary Suspect Arrested
Case# 22-003794
On 6/19/22 at approximately 1200 hrs. CPD Dispatch received a report of trespassing at a residence in the 500 block of Alder St. The reporting party advised that a female entered the residence and was confronted shortly thereafter by the homeowner. The homeowner did not know the female, and the female fled the residence after being confronted. Officers arrived on scene minutes later and began checking the area. Officers located a female matching the suspect description emerge from the backyard of another residence in the area. Officers subsequently detained Tracy Ann Young DOB: 8/22/61.

On June 14th, 2022, at about 2231 hours, Chico Police received a report of a subject unresponsive inside of a parked vehicle in the One Mile parking lot at Lower Bidwell Park. Chico Police, along with Chico Fire, responded and located the individual. Unfortunately, the subject was pronounced deceased on scene. The Butte County Sheriff’s responded and took over the death investigation. The cause of death is unknown but there is no evidence of suspicious activity associated with this incident. At this time, the decedent’s identity is withheld pending Next of Kin notification.
