The Hegan Lane Congestion Relief Project aims to relieve congestion and improve vehicle, bicycle, and pedestrian circulation in southwest Chico.

The study area includes Park Avenue, Midway, Hegan Lane, and Otterson Drive, as well as the trails and intersections that connect to these roadways. In addition to tackling congestion and delay challenges in the area, the study also seeks to improve connectivity, improve safety, and create a gateway to the city, all while minimizing impacts to the environment.

The project kicked off in August 2020, with the planning and design phase anticipated to conclude in early 2023. The improvements are separated into two planning and preliminary design phases, including the following: 

  • Phase 1: Intersection Improvements
  • Phase 2 (if needed): Extension of Park Avenue to Otterson Drive

The project team has diligently studied various improvement alternatives to address the challenges within the study area and is seeking feedback on the alternatives being considered. To learn more about this project and/or provide feedback or suggestions, please visit our Social Pinpoint page

Funding

This project is funded with a combination of federal Highway Infrastructure Program (HIP) funds, Congestion Mitigation and Air Quality (CMAQ) Improvement funds, and Local Agency match funds.
