open enrollment itOpen Enrollment for 2025 benefits will run from October 1 - October 31, 2024.

Open Enrollment is the one time each year when, without a qualifying life event, you can:
  • add or delete dependents from Medical, Dental and Vision or choose a new Medical plan
  • enroll in, increase or drop Voluntary Life Insurance
  • enroll/re-enroll in a Section 125 Healthcare, Limited Purpose or Dependent Care Flexible Spending Account (FSA)
  • enroll in, or change, AFLAC coverages.
 
NOTE:  If you do not wish to change your benefits or re-enroll in a Flexible Spending Account -- with one exception -- no action is required during Open Enrollment.  If you are enrolled in the High Deductible Health Plan (HDHP), the City will be moving its Health Savings Account (HSA) custodian to Avidia Bank. Please review details on the Medical, Dental, Vision & Flexible Spending Account Elections tab below.

WHAT’S NEW for 2025
  • ONLINE OPEN ENROLLMENT.  Once again, Benefit Coordinators Corporation (BCC) will be coordinating this year’s online Open Enrollment experience.  It’s easy to change your elections — simply log in and make your benefit changes from the convenience of your desktop.  Open the Medical, Dental, Vision & Flexible Spending Account Elections tab below for a link and instructions on how to access their Open Enrollment portal.
     
  • HSA / FSA NEW ADMINISTRATOR.  Beginning January 1, 2025, we will be moving from Sterling Administration to BCC / Avidia Bank for administration of our HSA and FSA accounts. Further information is available under the Medical, Dental, Vision & FSA Account Elections tab below.

MEDICAL, DENTAL, VISION & FLEXIBLE SPENDING ACCOUNT ELECTIONS

 
To make changes to your health benefits, or to sign up for a Flexible Spending Account (FSA) for 2025, follow the link below to the BCC Open Enrollment portal.  For log-in credentials, refer to the Open Enrollment email sent to your City email address on October 1, 2024.

While you're logged into the portal, be sure to confirm your mailing address. Any new insurance ID or debit cards will be mailed to the address on file.  If your address is incorrect, please submit an address change form to HR as soon as possible.
 
For employees who are enrolled in a High Deductible Health Plan (HDHP) with HSA, please check your City email (dated 10/09/2024) for details regarding transferring your existing Sterling balance to Avidia Bank.

VOLUNTARY LIFE INSURANCE

Open Enrollment is the one time each year when you can enroll in, or increase, Voluntary Life Insurance for you & your family members. 
 
Guaranteed issue amounts: (no medical underwriting required) 
  • Employee Life: $50,000 if prior coverage in place, in $10,000 increments (subject to $150,000 GI cap); for new enrollees, medical underwriting is required
  • Spouse Life: must go thru medical underwriting for any increase
  • Unmarried dependent children – birth to age 26: $10,000 (in $2,000 increments)
Maximum limits: (with medical underwriting)
  • Employee Life: $500,000 (not to exceed 5x annual base salary)
  • Employee AD&D: $500,000 (in $10,000 increments, not to exceed 5x the employee’s annual base salary)
  • Spouse Life: $250,000 (not to exceed the Employee’s election amount)
  • Spouse AD&D: up to $250,000 (in $5,000 increments)

Changing your elections
Please refer to the Open Enrollment letter & packet you recently received in the mail.  Included is a 2025 Retiree & COBRA Benefits Guide along with an enrollment form to change your elections – both are also available below.
